Campus East is a community of 729 townhouses. Many aspects of living in Campus East are governed by the rules of the Campus East Community Association. Because one of the Community Association rules prohibits residents from keeping their trash cans in front of their homes, many residents are forced to manually haul their 90-gallon trash cans through an unpaved rear alley in order to place it in a roadway for collection -- which may be a considerable distance, perhaps hundreds of feet, from their own home. Although the City of Virginia Beach also has a similar rule (ordinance) that prohibits keeping trash receptacles in front of homes, the city has adopted a non-enforcement policy specifically for townhouse residents in consideration of the unreasonable physical burden of having to pull a heavy trash receptacle through an unpaved rear alley. Unfortunately, the Campus East Community Association says that it cannot follow the city's good example and that it must enforce the association's rule -- even though the rule was written many years ago when trash receptacles were much smaller than the 90-gallon trash receptacles that the city currently requires residents to use (as part of the automated trash collection system). So before you buy or rent in Campus East -- or any other townhouse community -- make sure you find out how far you would have to haul your trash can on collection day.
